二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目不是专门面向中小企业采购；（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）购买国货政策：本项目不接受进口产品；（6）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为建筑业。
(b)Qualification requirements to be met to implement government procurement policies: （1）Complies with Measures for Government Procurement to Support SMEs (Finance-Treasury [2020] No. 46) and Notice on Enhancing SME Support (Finance-Treasury [2022] No. 19).（2）Reserved procurement quotas for SMEs (this project not SME-exclusive).（3）Prison/disability welfare units treated as micro/small enterprises.（4）Priority/★-mandatory procurement for certified energy-saving/environmental products (Finance-Treasury [2019] No. 18/19). Valid certification required.（5）Domestic products only (no imports).（6）SME classification per SME Standards (MIIT [2011] No. 300): construction industry.
(c)本项目的特定资格要求：(1)2022年1月1日至今未被“信用中国”（******）、中国政府采购网（******）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(2)须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
(3)现场管理机构拟派人员要求：5人（含）以上，须包含园林项目负责人、安全员、质量员、材料员、中级园林绿化工（班组负责人）各1名，上述人员均应为企业在职人员须提供近三个月中任意一个月的企业缴纳社保证明；
(4)园林绿化项目负责人须具有园林专业中级职称及以上、上海市园林绿化工程从业人员项目负责人电子卡；
(5)磋商文件所涉及的园林专业是指: 园林(园林规划设计、园林植物、风景园林、园林绿化、绿化林业等)、园艺、城市规划、景观、植物(含植保、森保等) 、环境艺术、风景旅游等专业；
(6)本项目非面向中、小、微型等各类供应商采购；
(7)处于被政府管理部门禁止参加投标期间的单位不得参与竞争；
(8)本项目不允许转包。
(c)Specific qualification requirements for this program: (1) From Jan 1, 2022, bidder must not be listed on "Credit China" (******) or China Government Procurement (******) as失信被执行人 (discredited被执行人), 重大税收违法案件当事人 (tax violators), or严重违法失信 (serious procurement violations).(2) Must be a legal entity in China (branches excluded).(3) On-site team: 5+ members (project manager, safety/quality/material officers, landscaping technician) with recent 1-month social insurance proof.(4) Project manager: intermediate+ landscaping title & Shanghai E-Card.(5) Eligible majors: landscape design, horticulture, urban planning, etc.(6) Not limited to SMEs.(7) Bidding-barred entities ineligible.(8) No subcontracting.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
